(d) The Information Collection Rule (ICR) was included in the 1996 amendments to the Safe Drinking Water Act. The ICR was developed by the U.S. Environmental Protection Agency to collect water quality data to develop future regulations. ICR data is for informational use only. ICR data was collected in 1999.
