press releaseThursday, May 14, 2007 HILLTOP SENIOR AWARDED TWO $1,000 SCHOLARSHIPS Andrew Longaker, a senior at Hilltop High School is this year's winner of the Sweetwater Authority Wanda Avery Scholarship for $1,000. Longaker won an additional $1,000 in the California Special Districts Association (CSDA) regional competition where he competed with other high school seniors in San Diego County. Longaker was chosen based on a brief paper he wrote on special districts, a written personal statement, his school activities, and participation in the community. He is planning to attend the Art Institute of California majoring in Game Art and Design. The local and regional scholarships are awarded annually to help students learn more about the importance of special districts. Although special districts, such as water, fire and community service districts, are many communities’ most local form of government, few people understand how they work. CSDA, a statewide organization with the primary function of analyzing legislative issues, was formed in 1970 and currently represents more than 1,000 agencies throughout California.
