The Low-income Customer Assistance Program (LCAP) allows qualifying Sweetwater Authority customers to be eligible for low-income bill assistance on the water bill at their primary residence. Customers applying for assistance must be listed as the primary account holder.
Program Eligibility Requirements
Customers must show proof that they are an active participant in San Diego Gas & Electric’s (SDG&E) CARE program. Proof of CARE program enrollment is the preferred qualification method.
If proof cannot be provided, customers can also apply for assistance by showing proof that they meet the income requirements (see table below).

Examples of proof of eligibility include:
- SDG&E bill or other document showing current CARE program enrollment (preferred)
- W-2, pay stub or other income verification document
Benefit
Approved customers will receive six (6) $20.00 credits over six consecutive water bills. Funds are limited and are available on a first come first serve basis.

You can submit a paper application form and proof of eligibility at Sweetwater Authority's Administrative Office (open Monday-Friday, 8 am - 5 pm).
