The potential floating solar project at Sweetwater Reservoir is a unique project that grew out of discussions concerning the installation of aeration/destratification systems for the Reservoir in conjunction with the goal of achieving carbon neutrality for Sweetwater Authority’s operations. As the potential project development process unfolded and the Authority applied to SDG&E to participate in a renewable energy program, Director Castañeda recused himself from participation and the Authority’s management worked with its attorneys and Director Castañeda to seek formal advice from the Fair Political Practices Commission. The Authority’s advice letter from the FPPC is a publicly available record, and shows the Authority’s and Director Castañeda’s commitment to fully and transparently complying with the law.
