Notice is hereby given that on June 9, 2021, at 6:00 P.M., Sweetwater Authority’s Governing Board will conduct four public hearings to receive public comments and consider adoption of a Draft 2020 Urban Water Management Plan (UWMP), Draft Water Shortage Contingency Plan (WSCP), Draft Amended Drought Response Plan, and Draft Addendum to Sweetwater Authority’s 2015 UWMP. Due to the COVID-19 State of Emergency and pursuant the Governor’s Executive Orders providing waivers to certain Brown Act provisions, the public hearings will be held via Zoom Webinar/Teleconference, and there will be no physical location from which members of the public may participate. Instructions for members of the public to observe and participate in the Board Meeting and the Public Hearings via Zoom Webinar/Teleconference will be included in the June 9, 2021 meeting agenda, which will be posted on the Sweetwater Authority’s website (www.sweetwater.org).

Following the public hearings, the Sweetwater Authority’s Governing Board may adopt the 2020 UWMP, WSCP, Amended Drought Response Plan, and 2015 UWMP Addendum with recommended modifications as a result of public input. 

The Draft 2020 UWMP documents Sweetwater Authority’s plans to ensure adequate water supplies to meet existing and future demands under a range of water supply conditions, including water shortages. The Draft WSCP and Draft Amended Drought Response Plan document Sweetwater Authority’s plans to manage and mitigate an actual water shortage condition, should one occur because of drought or other impacts on water supplies, as well as a comprehensive water conservation program. The Draft 2015 UWMP Addendum is a requirement of the Delta Plan for water suppliers to demonstrate consistency with the Delta Plan policy to reduce reliance on the Delta through improved regional water self-reliance.

A copy of the Draft 2020 UWMP, Draft WSCP, and Draft 2015 Addendum can be accessed at https://www.sweetwater.org/364/Projects-under-Public-Review. A copy of the Draft Amended Drought Response Plan will be available on May 28, 2021 at https://www.sweetwater.org/364/Projects-under-Public-Review.

Members of the public who wish to address the Governing Board on these items may submit written testimony for receipt no later than 5:00 pm on June 9, 2021 (with a reading limit of no more than 3 minutes), by one of the following methods: 1. By going to www.sweetwater.org, click on the “HOW DO I…” at the top of the page, and then click on the “Public Comment” link in the Contact section; OR 2. By physically depositing your public comment in the Authority’s payment drop box located in the public parking lot at the Authority’s Administrative Office at 505 Garrett Avenue, Chula Vista; OR 3. Mailing your comments to 505 Garrett Avenue, Chula Vista, CA 91910 [Attention: Public Comment]. All written testimony will be read aloud to the Board during the Public Hearings. Members of the public may also provide oral testimony during the Public Hearings via Zoom Webinar/Teleconference by following the instructions for public comment included in the June 9, 2021 meeting agenda. These public comment procedures supersede the Authority’s standard public comment policies and procedures to the contrary.
