Sweetwater Authority Governing Board Approves Budget for FY 2026-27 with No Rate Increase to Customers 

CHULA VISTA, CA – On June 10, 2026, the Sweetwater Authority (Authority) Governing Board (Board) approved a $65.6 million budget for Fiscal Year (FY) 2026-27 with no rate increase to customers. The budget allocation highlights the Authority’s commitment to maintaining a reliable and efficient water system while keeping rates the lowest in San Diego County.

The FY 2026-27 revenue projection reflects the Governing Board's adoption of a zero-rate increase, made possible by the use of available reserve balances, consistent with the Authority's financial planning objectives and reserve policies. The total operating expenses for FY 2026-27 are projected to decrease by approximately 1 percent compared to the FY 2025-26 budget. In addition, lower reliance on expensive imported water also supports continued funding of the Rate Stabilization Reserve, which helps smooth rate fluctuations in drought years.

The FY 2026-27 Capital Investment budget totals $7,138,000, including $1,000,000 in capacity fee funding, resulting in $6,138,000 in rate-funded capital expenditures. This allocation includes strategic long-term investments such as the Sodium Hypochlorite Chlorination System, Perdue Clearwell Rehabilitation, and improvements to the Urban Runoff Diversion System.

“As Chair of the Governing Board, I am proud that my colleagues and I approved a budget that includes no water rate increase for our customers,” said Chair Ditas Yamane. “This budget reflects our commitment to responsible fiscal stewardship, strategic investments in our water infrastructure, and delivering safe, reliable water while maintaining the lowest water rates in San Diego County.”

The Board also reauthorized the Water Affordability Program, which remains fully funded through non-rate revenue. As of June 2026, this program is assisting over 1,000 customers experiencing financial hardship. Eligible customers may apply for this credit through our website or in person at our Administration Building.
